censorship in america

why is it that howard stern keeps getting fined by the FCC when there is so much profanity and nudity on the tele everywhere? if his show has to get bleeped for profanity (and fuzzy boxed on the filmed show), why is he getting fined at all? this doesn't make sense to me - i would imagine that you would get fined for saying fuck twenty times in a half-hour show, but if your listeners don't even get to hear you say it, what's the problem?

my bf says he gets fined b/c of the *content* of the stern show. maybe, but you still have a lil dial to change the channel, and there are plenty of other explicit chats out there. i mean, if that's supposed to be fair, why don't regular tv shows get fined as well? especially movies with looooong sex scenes (like wild things or monster's ball)...not to mention countless porn sites.
